The GTA 3 Gangs can be found controlling and defending their territory in Liberty City, and are prominent in the story missions.
The more you progress through the GTA 3 story, the more gangs you will antagonize, causing them to become hostile and attack you whenever you enter their territory, even without provoking them. For this reason, it's strongly advised to complete the Side Missions as soon as possible on each island.
